Berkeley's aging student systems represent a critical strategic problem.
The key issues informing this problem are:
We are unable to meet the current service demands and expectations of our prospects, students, faculty, staff, and alumni.
We must rely increasingly on student fees and alumni gifts which limits our options.
We are falling behind peer institutions that are doing more to leverage technology to support their key constituents.
Foundation Work
In the past few years, several efforts have emerged to address these
issues. Two such efforts were:
These two efforts united when retired Associate Vice Chancellor Richard
Black spearheaded an effort to elevate the strategic importance of
student systems. The unification of these efforts resulted in a new vision for student systems and a recognition that student systems are one of the most important IT-related opportunities facing the campus.
2006 Budget Initiative
Energized with a common goal and purpose, Student Affairs, IST, and the
Graduate Division proposed an initiative to address critical student
systems issues this spring. The comprehensive 'Student Systems 2012'
proposal called for new governance structures, systematic planning of
the next generation of student systems, and immediate steps to consolidate and safeguard student data. The proposal was well received and is currently being implemented.
Executive Governance
Vice Chancellor Genaro Padilla and CIO/AVC-IT Shel Waggener are sponsoring the Student Systems 2012 initiative. In accordance with the new campus efforts to streamline IT funding and governance, they are forming an Executive Governance Committee. This group will guide this enormous effort, make key policy and operational decisions, and advocate for the necessary resources to make this effort a success.
Community Governance
Students, faculty, and directors of key student service units will be the primary drivers of this effort. These critical constituents will be
represented by the Stakeholders Working Group which is chaired by Acting
AVC Susie Castillo-Robson.
Project Team
A small team will support the Student Systems 2012 governance structure
and deliver a comprehensive data inventory, business process mapping, and fit/gap analysis. Tim Heidinger from Student Affairs Computing will
manage the team and coordinate the data consolidation of a number of decentralized student databases.
Related Activities
CIO/AVC-IT Waggener and Acting AVC Castillo-Robson are sponsoring a Leadership Development Program (LDP) team project that is focused on understanding the gap between our current technology offerings and student expectations. This team is being coordinated by Allison Bloodworth of the CIO Technology Program Office and will issue a report in spring 2007.

Community Source Student Services System
Community Source Student Services System (http://educationcommons.org/projects/display/CSSSS/Home) is a project is to create a set of specifications and reference implementations for a community-developed, open-source, SOA-based, student services system that can be adopted by a wide range of institutions of higher education.

Executive Governance Role:
1. Set student systems planning phase scope, timeline, and priorities.
2. Identify and decide key policy and business process issues that arise as part of initial planning phase.
3. Establish a framework for coordinating existing student system implementation projects across campus.
4. Recommend next phase solutions to address findings from planning phase activities.
